The installer first tries to create user groups using NetLocalGroupAdd, then tries to access them using LookupAccountName (found in relay log). This of course fails, since NetLocalGroupAdd is a no-op stub. Some time before that the log reports that checking OSVersion and OSServicePack returned result 87 (0x57), which leads me to believe that these messages are related. Native msvcp80 works around this bug.
