Tested with wine-11.13 and the issues are fixed.

The flickering sky and black objects are also present in native d3dx9_29.
The issues comes from the demo as mentioned in comment
https://bugs.winehq.org/show_bug.cgi?id=34004#c6.

This bug can be marled as fixed.
