Use Wine 11.17 or later to avoid Bug 60229 2. Use a 32-bit-only Wine or "old WoW64" Wine because the installer won't start on new WoW64 3. Run `wine cc16d408.exe` to install Netscape 4. Run `wineserver -k` to close the 36 file explorer windows that Wine opens 5. Run `wine 'C:\Netscape\Comm\Program\NETSCAPE.EXE'` to start Netscape Netscape calls __fpMath in win87em.dll with bx=4 (set control word) and ax=0x133f (value of control word) to mask all floating-point exceptions (bits 0-5). Netscape depends on those exceptions being masked, but Wine's win87em.dll unmasks invalid operation exceptions (bit 0) and denormal operand exceptions (bit 1).
