IMFClockConsumer is an optional thing, Session won't fail if it's not
supported. We should probably silence this (or all) fixmes in the source QI.
media_source_IMFRateControl_SetRate fixme is also likely wrong because it seems
implemented.

So the issue is somewhere else, maybe in seeking/scrubbing in the Session.
