[Bug 59970] monitor_get_dpi will get zero dmPelsWidth/dmPelsHeight in both physical/current cause divide by zero

Yeah it turns out that they actually can be 0, for detached (ie: inactive)
monitors, this happens briefly when using virtual desktop mode, but for some
reason it doesn't cause a crash with me.
