Native Windows conformance test for ThreadIsIoPending

Covers exact buffer sizing, NULL output handling, access-right requirements,
terminated-thread behavior, ordinary event-backed overlapped I/O, and
IOCP-backed I/O. Demonstrates that ordinary pending overlapped I/O reports
pending, while IOCP-backed I/O that survives thread termination does not.
