It can technically also be set via `HKLM` (for all users), but that's very
unreliable since per-user settings take precedence if they exist. So we should
always set these options via the `HKCU` user-registry.

This is the reason why HKLM wasn't working for some users above. It's a bad
idea. Switch to HKCU. :)
