[Bug 59855] .configure script fails on system without "ln -s"

Running "../wine/configure" on a Debian 12 32-bit fails.

The setup does not permit symbolic links, which is recognised by "configure".
  checking whether ln -s works... no, using cp -pR

The configure fails with
  makedep: ../wine/tools/makedep.c:2900: output_install_commands: Assertion
`cmd->files.count == 1' failed.
  Aborted (core dumped)
  config.status: error: could not create Makefile
