You have to be localized as german. Are you referring to the language switcher in the MailStore window, the desktop environment or the entire system?
Attempted to reproduce on Arch with vanilla Wine 11.15, dotnet48, and a real German keyboard (but English DE) on Plasma Wayland, Plasma x11, and Cinnamon x11.
