The issue was introduced in Staging 11.6 with the
dcomp-DCompositionCreateDevice2 patchset (please see comment 13). Building
Staging 11.9 with '-W dcomp-DCompositionCreateDevice2' makes the issue go away.
Applying your patch on top of this configuration doesn't seem to change
anything (Battle.net still works without flickering). So the issue seems to be
isolated to dcomp-DCompositionCreateDevice2.
