A separate WinHTTP lifecycle defect found during the same SteamCMD
investigation is tracked as Bug 60316:

The two defects reproduce independently. Both lifecycle corrections were
required for the complete SteamCMD self-update hang to disappear in the pinned
Wine master A/B test.
