It is basically a simple spreadsheet with different values. The other half of it is it communicates through a USB to RJ45 cable to send the config to program the radio. There is another program, called Chirp, which does work through the WINE software, so it is not particular to the type of software use. The trouble is this particular model of Yaesu radio does not work with Chirp, but this RT Systems software is necessary for this particular radio model.
