Sorry, it turns out this is an issue with Rosetta 2.

After applying a patch to wow64cpu.dll, referencing the source code from
CrossOver, it now works correctly.
This fixed not only Resource Hacker, but also issues where tools like WiX
Toolset's Dark.exe failed to run.
It seems that older Wine packages for macOS already had this patch applied.
