At least on the current WINE master, you can definitely Minimize, Maximize and even Restore from the explorer.exe taskbar, but you have to right-click on the button to bring up the window menu and select the option from there. However, perhaps the bug reporter wants the behavior Windows has, where you can left-click on the active window's taskbar button to either Minimize or Restore it (depending on its current state)?
