I tested the Emulate display mode changes option in wine control desk.cpl.
The corruption is still reproducible with the option enabled. The appearance
changes slightly — the overlay is yellow instead of blue — but the graphical
corruption itself is still present.
So the issue reproduces both with display mode emulation enabled and disabled.
