With the Arch packages of 10.15, 10.16, 11.3 and 11.11-11.18 (fresh prefixes, dotnet48) its window comes up every time. What changed is RoResolveNamespace: up to 11.18 the log says "stub!", in 11.19 "semi-stub!", and that is when the .winmd files get loaded. 11.19 with only wintypes.dll taken from the 11.18 package works again. I did not bisect by commit, but 5542cd85 "wintypes: Add an initial implementation for RoResolveNamespace" looks like the one.
