A: assume its a wine bug and try something B: try getting it working on a i5-8250U processor laptop preferably thinkpad or C: give up for now.
Maybe someone else with the same card but a BIOS that supports Windows will help test.
It may be difficult to trace wined3d specific bugs without potentially a lot more testing.
If a regression caused poorer performance then that would help trace wined3d bugs.
i looked and there are a lot of T480 computers that have 820 graphics on ebay. I would buy one, but I wouldn't know how to test such a thing. I could prove if the speed I have is correct, but nothing much else. All t480 laptops with i5-8250u or faster have those graphics btw.
