Three weeks on, so just re-asking the one question rather than adding more
material: would a default Fonts\Replacements entry be acceptable for this?
Three entries (Segoe UI, Segoe UI Symbol, Ebrima), each a REG_MULTI_SZ list
ending  
    ▎ in Tahoma. That restores fallback for Latin, Greek, Cyrillic and Hebrew
on a stock prefix. If yes, I will send it to wine-devel; if you would rather
solve it elsewhere, I will drop it.
