I know you've allowed winehq.org as an exception, but try with the extensions disabled. Third-party URLs (such as Cloudflare) can still be blocked.
I just disabled all extensions - but WinHQ.org is not working. When I use Firefox (with the same extensions activated than in Vivaldi) or Brave (without extensins) the page works flawless.
