the Arabic texts incorrectly mixed in with the expected Bulgarian in winecfg

When I open winecfg I see mixed Arabic and Bulgarian text. When I read terminal
error messages I see incorrect Arabic instead of the expected Bulgarian text,
for example:

❯ wine paint
لم يتمكن التطبيق من العمل ، أو أنه لا يوجد اقتران مع هذا النوعمن الملفات.
فشل التطبيق: الملف غير موجود.

My LANG and all LC_* env vars are set to bg_BG.UTF8

Welp, I updated to 11.19 and the Arabic texts are now English instead, which is
working as intended for untranslated texts I guess.
