Setting both d3dcompiler_43 AND d3dx9_43 to (native, builtin) via winecfg works around the issue. The relevant lines from the log are:

The mono log lines are irrelevant. As mentioned the workaround is to set d3dcompiler_43 and d3dx9_43 to native.
