Running the SETUP.EXE under new WoW64 shows a small, empty, all-black window
with the title "Setup". Nothing further happens and the window has to be killed
since closing it normally does not work.

Not a single line of console output is printed.

With old WoW64 it bets a bit further but then runs into bug 45707.

The ISO:

I tested this in a bunch of different configurations and got the same result
except for when using new WOW.

win32 no-mingw — hang
win64 no-mingw (old wow) — hang
win32 with-mingw — hang
win64 with-mingw — hang
wow64 (new wow) — Error message: "Cannot create temporary directory"
Wine 11.19 official build — hang

The hang (Bug 45707) appears at
0170:err:sync:RtlpWaitForCriticalSection section 7E72A510
"/home/test/wine-git/dlls/krnl386.exe16/syslevel.c: Win16Mutex" wait timed out
in thread 0170, blocked by 0174, retrying (60 sec)

Where the hang appears, pressing CTRL+C in the console allows the setup to
continue and installation completes.

That "Cannot create temporary directory" error appears if you start the
installer a second time under new WoW64. On the first run it creates a folder
called "995-1996 Mark Adler" in the current working directory. If that already
exists when the installer is launched, you get that error.
