debug log wen trying to install ils23.msi

The license server 2.3 for volocity fails to install with attached winedebug
log. 

The issue can be reproduced by trying to download the volocity license server
from [1,2] and run it in a new wineprefix.

debug log wen trying to install ils23.msi, with
winedbg-for-background-processes-enabled tree.

This is another log of stdout, plus a backtrace winedbg would show,
if enabled for background processes.

It shows also the:
  Unimplemented function ntoskrnl.exe.IoGetLowerDeviceObject called
This happens inside a winedevice.exe process,
the call originates from aksfridge.sys.
And probably related processes haspdinst.exe and haspdinst_x64.exe.

So this is probably a duplicate of bug #50203 ?
