This prevents a window from getting reactivated when calling `SetWindowPos` inside the WM_ACTIVATE handler. For now I only was able to reproduce this by triggering a change in the active window from X11 with an alt-tab or by clicking another window, I was not able to write a wine test for this. In commit 300079ac1a666fa526e7f53bbd096f313c221f5f I made ProcessOutput return S_FALSE instead of MF_E_TRANSFORM_NEED_MORE_INPUT. But since we are no longer returning an error, we need to make sure the DMO_OUTPUT_DATA_BUFFER structure is filled in properly, previously it was left undefined.
