[PATCH v2 0/1] MR11101: winewayland: Implement fractional scaling protocol.

The idea behind this is to use fractional scaling to make it appear as if the Wine environment is running at the user-specified DPI in winecfg while keeping the windows looking crisp. This enables users to have different fractional scales per display under wine without causing blur. This matches the behavior under XWayland and is actually better than the XWayland behavior when using multiple displays with different fractional scales. Unfortunately this is not fully supported by rr, at least with the flags for the session mapping. And if I understood it correctly, adding support in rr would come with a general performance penalty. Probably we can use the fallback path of non-linux systems for rr, too? This adds fallback implementations for posix_spawn() usage in ntdll and msv1_0. Older Android versions do not provide posix_spawn() or posix_spawnp(). The affected code paths only need simple helper process startup and only distinguish success from failure, so this keeps the existing posix_spawn() implementation where available and uses vfork() with execv()/execvp() otherwise. The ntdll loader path preserves the existing execv-style behavior for a fully built path. posix_spawn() is not available in Android bionic below API level 28. As discussed in !10926, reimplementing process spawning without posix_spawn() is not considered worth the added complexity. The [test pattern page](https://test.winehq.org/data/patterns.html#webservices:writer) shows since yesterday failures for the linux 32-bit tests. In my debugging the `digit` variable holds a value of 10, therefore the `*(p++) = '0' + digit;` results in the wrong colon in `<t>:E-3</t>`. I could not reproduce the working state at my system of the previous commit round, therefore could not start a git bisect. What makes me wonder is, my [asan gitlab CI runs](https://gitlab.winehq.org/bernhardu/wine/-/jobs/229031#L4063) with llvm-mingw/clang started to show this issue already at 2026-02-13. Could probably the patch 508a30f0d3, "configure: Add -msse2 to default i386_EXTRACFLAGS.", made this issue to surface in the various test runs? However, this patch makes the failing tests succeed. Unfortunately I found some new values, which have rounding issues in 64 and 32 bits.
