[PATCH 0/1] MR11149: windowscodecs: Decode GIF frames on demand.

The GIF decoder currently calls DGifSlurp() during initialization, which decodes and stores pixel data for every frame in the image. For animated GIFs with a large number of frames this can result in significant startup time and memory consumption, even when only a single frame is requested by the application. Change the decoder to scan GIF headers during initialization and defer frame pixel decoding until CopyPixels() is called for a specific frame. This avoids eagerly decoding unused frames while preserving existing decoder behavior. The idea behind this is to use fractional scaling to make it appear as if the Wine environment is running at the user-specified DPI in winecfg while keeping the windows looking crisp. This enables users to have different fractional scales per display under wine without causing blur. This matches the behavior under XWayland and is actually better than the XWayland behavior when using multiple displays with different fractional scales. Implements rawinput by refactoring a few things and adding a wine staging patch. Also fixes a few bugs with the existing pointer implementation, which can cause the mouse cursor to escape or is just inefficient. As much as I would like to make relative pointer protocol mandatory, most compositors don't support it in their nested mode, which makes this a very difficult tradeoff to make. Unfortunately this is not fully supported by rr, at least with the flags for the session mapping. And if I understood it correctly, adding support in rr would come with a general performance penalty. Probably we can use the fallback path of non-linux systems for rr, too?
