In preparation for adding the `IMFPresentationTimeSource` interface to SAR, this MR adds tests for `IMFPresentationClock` using a custom `IMFPresentationTimeSource`. These tests highlighted a couple of issues in wine: 1. Clock events are sent to a clock sink twice if it is also the presentation time source; and 2. I unfortunately couldn't come up with a great way to test this, so it comes without a test. But I found issues when one stream finished before another. If a seek took place prior to completion of the second stream, then it would usually result in the stream that did finish delivering all its queued END_OF_STREAM markers even after the seek. This MR looks to clear that queue when the MFT is flushed (as presumably, any pending input or output samples are no longer wanted on a flush). This MR also clears the draining flag on a flush. As I also ran in to an issue where this flag was set during a seek and remained set afterwards. This fixes two potential race conditions that were added to the tests in MR !10055: 1. That we can process the `sample_event` and check the sinks collection count prior to the sink adding the new sample to its collection; and 2. That the source stream can add multiple samples to its collection within the time it takes for us to process a single event.
