Hollow Knight Silksong crashes regardless of this merge request and is only fixed via MR-11398 that forces fail for `D3D11_CREATE_DEVICE_VIDEO_SUPPORT`

`D3D11_CREATE_DEVICE_VIDEO_SUPPORT` 0x800 is commonly logged by Unity games and often paired with `GetSharedHandle` but Silksong does not log `GetSharedHandle`

Unclear if `GetSharedHandle` has any dependency on `D3D11_CREATE_DEVICE_VIDEO_SUPPORT` which I'm working to more fully supported which will be handled by a separate merge request than MR-11398.  Maybe Unity specifically handles them in a more related way.

I will push more a more complete/correct solution for review soon but in the meantime its worth reporting that MR-11398 seems to be more than just a temporary work around until this merge request is ready and needs a separate merge to handle whatever may be missing to fully support `D3D11_CREATE_DEVICE_VIDEO_SUPPORT`
