I don't remember if it's possible with our build system to have a test module without a corresponding DLL, but if not, I'd be tempted just to put these tests in quartz instead.
Not a big deal, though. If we are not going to create that module, then it doesn't make much sense to have tests for it. So yes, they should go in quartz or some other existing module. Moved the tests to quartz/tests in v4.
