Testing the encoding of the mailman list

Hi all,

Please ignore; I'm just puzzled by a behavior of the gitlabtomail 
script, and want to isolate where blame goes.  That is, MR485 came 
through with charset of ascii and I felt it should have been utf-8.  I'm 
sure it's my fault, just need to figure out *how* I screwed up.
