Unless something in the failing tests (urlmon url) implicitly used the side effects of the `_tzset(_init)` of a prior `_(f)time` call, which would be a bug in its own right, I don't see how my most recent changes (d757bb53) could have broken this test now (it worked with 522831dd7119cf662a461536cbfa77e27e01b002 i.e. 4337781e after rebase).
