It is not correct (doesn't work for headers longer than 256 chars, should return NULL if lpBuffer==NULL) and a better fix would require changes in both HttpQueryInfoA and HttpQueryInfoW. I'm also not sure is HttpQueryInfoA returns the correct length when the codepage is multi-byte. If it needs to be fixed it would require some small architectural changes.
