It seems to me that the current algorithm may miscount the intersections if a polygon vertex is directly on the current scanline. I propose the attached patch on top of your current engine to fix this. However this does not fix polygons completely. If you look very closely on the following screenshot you can see that some of the polygons are missing a few single pixels on their right hand side.
