This means that the localization in En.rc is *only* selected in an en_US locale, *not* in, say, an en_GB locale (unless no other fallback is found). It would probably better if these files said LANGUAGE LANG_ENGLISH, SUBLANG_NEUTRAL so that if the user has a British English user locale (from LC_MESSAGES) and a French system locale, winecfg will show up in English, not fall back to French. Now when opening TagEditor, it is prompting Workbench but not seeing it (Workbench is opening although TagEditor says it can't open it).
