It will compare a given version against the version of a regkey on your machine. Sometimes the installer would just bail out silently during download. I've not found any useful info on MSDN about a 32 KiB limit on winhttp chunk size. Maybe the MS guys who wrote the installer made some assumption about some underlying native winsock implementation limitation on Windows. My feeling is that the load / resource consumption of the system is the factor that makes the difference. When the load on the system increases the chances for a successful install are better. If the installer does not work, i start the Eclipse IDE, than it works most of the time.
