This issue occurs in all applications. It can be reproduced in Notepad as follows: Open Notepad. Press Ctrl + F to open the Find dialog (non-modal). Ensure the focus is on the Find dialog. Click the Minimize button on the main Notepad window. The main window minimizes but immediately restores itself.
