I tried manually compiling development Wine 11.18 with this patch included, and it somewhat solves my reported issue: https://bugs.winehq.org/show_bug.cgi?id=59435 In Construct 2, categories have appeared at least in "Expressions dictionary" and "Effects" selection menu. Really hope that this initial implementation will be merged soon and further improvement work on it continues!
