I think you're right. I could also try the Windows 7 installer again to see if
that works better? I assumed the version for the earliest version of Windows
possible would have the highest chance of working.

Seeing as IE9 tabs work in IETester (see on the appdb), I assume that it is
possible to make IE9 work.
