Wine 9.0 is a fairly old version. Can you please retest with at least the latest Wine 11.0 stable version or Wine 11.7 development version?
Also, is there an available public download for the WCS-7300-U software?
By the way, I did make a clean install of Mint Linux and Wine v11.0 (see my multiple comments/attachments), although the linux system responded as I would expect during installation the programming software is still not working correctly.
