CFURLCopyResourcePropertyForKey(kCFURLVolumeAvailableCapacityForImportantUsageKey) fails silently and returns 0 free
bytes if the volume is not APFS.

If the volume actually does have no free space, statfs will concur, and we should fall back to it.
