There's still too much code in the first two commits to review. I suggest changing this MR to just deal with the contents of the first commit, once this is upstreamed you could create another MR to deal with the contents of the second commit. For the contents of the first commit, have an initial commit that creates the bare minimum, with all methods other than QueryInterface, AddRef and Release, being stubs.
