Yes, the issue here does appear to be the same as in bug 8016. However, since
that one is marked resolved (and the issue clearly is not resolved), I am
reopening this one.
Bug 8016 should be marked as a duplicate of this bug or visa versa.

I dont really get it, but it "starts" to break with

at least the loading screen is white.

No, the screenshot in comment #8 is a duplicate of 8016 (which is not a
duplicate of 7990). Wrt my comment #6, I mixed up the bug numbers, I meant 8016
rather than 7990 there as well.

Actually, the screenshot shows pretty clearly this is a different bug. Lack of
NPOT support would show a lack of scaling and an empty border around the
right/bottom side of the texture. Here the picture is scaled correctly, but with
an offset from the left and top.
Other than that, I get this myself on an nvidia card using FBO ORM. I agree the
bug report is rather low on details though.

If that's what your problem is, then this is a direct dup of that bug.
The shader problem is bug 8048.

Was testing this for someone on IRC. The program outputs NOTHING to the terminal
and its only error message is one it displays itself stating that it couldn't
load it's own DLL file. I've added +loaddll just for a little more information.

I have shader detail set to "Ultra High" without any ill effects, so this
definitely isn't a dupe of bug 8048. The problem stems from the "VFX Detail"
slider, which is distinct from the "Shader Detail" slider.
I also didn't notice any issues with the movies not being scaled (although
they seemed slightly choppy, perhaps 15 fps instead of 30 fps) either, as in
bug 7990.
I was using virtual desktop mode initially, but now that I try fullscreen
mode, the issue goes away. Mind you, a new issue appears if I set the
resolution to anything higher than 1024x768 (tested 1152x864 and 1600x1200),
see the attached screenshot. Although, this "new" issue also goes away if I
set "VFX Detail" back to Low, so I suspect they're related issues.
wine --version indicates the version as above (it's git from yesterday).
UseGLSL = enabled
OffscreenRenderingMode = fbo
