No, this bug is fixed. Not "using at all" and "not utilizing fully" are two
separate things. In first case program did not see the second CPU, in the
second case, Wine might have other problems, like too global locks, or too big
overhead somewhere.
In other words - open new bug.

It's fair to give users workarounds. My favorite workaround
would be to point them at a set of applications which,
if any one is installed, will fix the problem by
installing a copy of mfc42. Winetricks is an ok workaround
too but it's kind of command-line-y, and it relies on
goodwill from Microsoft, so I wouldn't push it on end users.

slowly getting cleaned up and submitted by Dan Hipschman,

Bug #7551 is closed but I'd like to comment upon WinRAR.
In wine 0.9.54 both CPU cores are used but average CPU usage in SMP mode is
140-160%, thus WinRAR/wine doesn't fully utilize CPU resources and its
performance in SMP mode increases only %20-30 vs ~ 90% increase in speed in
Windows.
`top` stats:
Cpu0 : 73.3%us, 3.7%sy, 0.0%ni, 22.7%id, 0.0%wa, 0.3%hi, 0.0%si, 0.0%st
Cpu1 : 68.3%us, 9.0%sy, 0.0%ni, 22.7%id, 0.0%wa, 0.0%hi, 0.0%si, 0.0%st
WinRar performance in Wine:
Single core: 647KB/sec
Dual core: 764-823KB/sec (the speed changes up and down all the time)
WinRar performance in Windows XP SP2:
Single core: 660KB/sec
Dual core: 1100KB/sec

No, fortunately it's not an issue anymore. I'm using wine 0.9.53 on Linux
2.6.23 and I discovered that I was already using the DirectOutput driver of AGS
with no problems.

Benchmark with Wine 0.9.52 and 0.9.53 doing the same thing.
After installing wine version 0.9.53, I discovered a big performance hit in
some scripts i used before:
I removed ~/.wine/ but it did not changed anything.

When this file is extracted, it is created with following attributes:

Later all extracted files to be copied into temporary install dir are collected
using FindFirstFile/FindNextFile sequence.
Because wine doesn't support "native" FILE_ATTRIBUTE_HIDDEN this flag is
omitted in the returned WIN32_FIND_DATA.dwFileAttributes (filename doesn't
use leading dot "hack" because the installer has no knowledge on this unixism).
See dlls/ntdll/directory.c:NtQueryDirectoryFile "dotfiles" code.
Hence the special $shtdwn$.req file gets included in file copy list which fails
because of sharing violation (remember: it's not supposed to be copied).
There is a temporary workaround for the installer:
export _SFX_CAB_SHUTDOWN_REQUEST=some_value
Set this environ variable before starting the installer. The special file will
be skipped then in the copy process.
4. "BITS service must be enabled" -> show stopper. Blocked by bug 8718
