Not "using at all" and "not utilizing fully" are two separate things. In first case program did not see the second CPU, in the second case, Wine might have other problems, like too global locks, or too big overhead somewhere. My favorite workaround would be to point them at a set of applications which, if any one is installed, will fix the problem by installing a copy of mfc42.
