This is not a bug in wine. This is bug in CityInfo 2.7. The problem is that this application does not work on Windows 98. Seems to work fine. Resolving as invalid, since we don't really support running apps that are installed in Windows these days. Personally, I think that the way patches are currently being handled is not very conducive to getting things done.
