Philippine English follows American English rules, but currently defaults to pick up SUBLANG_NEUTRAL which is British English. It should be picking up SUBLANG_DEFAULT for American English. When the game starts or after changing menu screen, main menu is completely black. Graphics can be visible only after pushing any button in the menu, but releasing mouse button elsewhere.
