At first the bug was discovered by using steam.exe voice when running the
build-in test.
It's is probably easier to reproduce by using Win32 version of `Audacity`. With
that program you have immediate visual result and you can pick from 3 different
input methods. The default one "MME" and the third one "WASAPI" work without
any noticeable lag.
I got lucky when a person with nick debianuser in freenode irc, managed not
only to reproduce the issue on his hardware, but also to find a version that is
working properly. He even narrow it down to single release: wine-1.7.33 is
working and wine-1.7.34 is buggy.
I did a git bisect to further narrow it down and ended up at:

Apple has added kVK_RightCommand to macOS Sierra as in the first developer beta
[0].
Wine 1.9.12 fails to build through Homebrew (Not tried standalone or in
MacPorts) throwing an error during build [1].
It appears that Wine added specifically this matcher to the carbon frameworks
as Apple had failed to provide a default call differentiating between left and
right control on the platform.
This will probably need a case test to see if the enumerator already exists on
the platform and then skip defining it inside Wine's build process. Or possibly
just check for version and if >=10.12 then skip that. Not sure what is
preferred as the approach.

Install Package from Xerox for Workcentre24 Schanne-Copier
Start with Wine on Ubuntu 16.04 up to date. Install Wine. After and update
the application would fail to download scanned documents in a Xerox
Workcentre24 Mailbox. I purged Wine, deleted folders in /home/.wine. Tried to
reinstall, but that fails.

Look at the bottom of the WWW page. I selected XP, NT and server 2k, but I
think that drop down always gets the same install files. Get->Scanner Utility
2. Install is formatted to floppy discs.
To install copy files from Disk 1,2 & 3 into a common subdir. I do not copuy
duplicates. Then run setup.exe. at 70% I get "Copy File Failed" error, File
Not Found, Error 2147024894. The package install presently works fine in Win10
and 7.
You can enter any name or company. The install used to work just fine
recently, and now crashes.

the instructions are mostly similar or debian jessie. mostly.
until you get into the container and your net interfaces are GONE. No
interface, no NET, no packages to add.

I cant continue to rebuild wine without opencl. And it really should not depend
on it anyways, this is breaking amd and nvidia opencl driver from working
correctly on both debian AND ubuntu. we should not be forced into this
situation.
The open source drivers are NOT sufficient enough at this stage, even as
upstream as fedora 23. That said, there is support for 3D in 23 to some extent
as steam and wine DO work. Other apps requiring 3D interfaces, not so much. And
performance is quadruple better with proprietary driver. The open driver also
forces vsync inappropriately and AFAIK, has no crossfire or similar support,
nor control panel to set these options.
I have yet to see a wine app take advantage of openCL, as the depends of such
apps and games are so YUGE that wine borks in many places when attempting to
run said apps or games.
Witcher3 is prime example.And coin miners(requiring hardware openCL) can be
built natively.OpenCL should not be handled thru wine itself, if needed at all.

Stop loading page.
It happens every two clicks. It can refresh window after several minute waiting
or it may show error as on screen. A refresh can help sometimes.
MacOSX 10.9.5 with latest updates.
