Running winecfg recreates many icons in ~/.local/share/icons/hicolor, such as
7765_winebrowser.0.png, 2EF4_wordpad.0.png, 1CD8_rundll32.0.png, etc. When
running a windows application, its icon is also recreated.
Icons that already exist should not be recreated. The wear caused by the extra
writes is a problem when the home directory is on an SSD.

The crash happens when opening the "File->Open" Dialog box and using the "Up"
button in the toolbar. An internal error is raised with no more useful
information.
After reverting this commit and later commits on top of this, the crash
disappeats

Terminal output from installer
Fresh 32-bit wineprefix, windows 7, winetricks msxml3 to work around bug#30239
. Note that a (free) Adobe account is required to start the trial and there are
reports of winetricks corefonts also being necessary.
Manually created $WINEPREFIX/drive_c/windows/system32/catroot to work around
bug #44944.
Started the installer in trial mode and the installer failed during the install
operation. The error summary file contains the following text:

I tried to install Dragon Naturally Speaking 15, which uses its own net 4.5.2
and needs WMI.
So I install WMI, which changes the version to XP. So I changed the version
back with winetricks winver=.
Then I used winetricks to force mono.
The installation went fine through the installation of net 4.5.2, but then hung
up with this message:
(in pop-up box)
Windows management instrumentation service is disable or missing.
(in terminal)

I will run any tests needed.

Example program to show tooltip failure on wine.
In a Win32 .c program, the TTN_NEEDTEXT is normally sent when text is needed
for the display of a toolbar tip message. Wine does not send this message. I
have included a sample Microsoft program that will clearly show the
TTN_NEEDTEXT message is sent on all Microsoft based computers, but not on Wine.
