The game (demo sw protection/wrapper) calls 'inetmib1.SnmpExtensionInit' which in turn calls all mib2XXX init funcs (mib2IpNetInit, ...) which delay loads 'iphlpapi', calling 'iphlpapi.GetIpNetTable'.
