Reproduction:
1. Open Illustrator 2. Drag a docked panel so it becomes floating 3. Try to drag the floating panel back to the place where had been docked to try to dock it
Expected: When dragging near a dockable edge, the application shows the indicator that the panel can be docked, and when dropping the panel, it is docked Actual: When dragging near a dockable edge, the dockable indicator will flash for ~one frame and then disappear, and when dropping the panel, it is not docked. If you get extremely lucky, eventually, if virtual desktop is used to increase the chance of success and the stars align, the panel will finally dock
This problem exists regardless of whether or not virtual desktop is used, but virtual desktop makes it less impossible to dock. Bug #57719 is related.
I do not know which subsystem to trace to try to understand why this is happening. Please let me know what additional information I can provide.
