there is no need to discuss this further. The problem and possible solution has
already been described in bug 18070
Even if it looks like a regression to you, Wine's previous approach was wrong.

Looking back in Wine history, it started with bug 8945 where I drew incorrect
conclusion which introduced the default creation of COM apartment in MSI CAs.
It helped Adobe CS3/4 at that time but it was technically incorrect.

Currently, the issue of MSI custom actions and MTAs is only partly fixed -
hence it still fails.
Though don't know if someone is working on it...
